[TEXTURE](Mostly) Realistic State Flag of the USSR

A simple texture edit that replaces the old flag at the barracks with one that mostly fits in with the specifications. Sadly I don't know how to do the revere side so you'll just get a mirrored hammer and sickle as well as the star.
