    It seems a bit more balanced if you consider the possibility that the Monarch's victory condition is actually based on achieving Pluralism.

    To be fair, I'd say it'd make even less sense for a regular Town member to start out with it, you'd need to at least give it to something of a neutral TP. Which a syndicate minus killing actions would fall into.

    @TheIrishman, I'd mark Retaliation at 100% chance of being Pluralism, iLTS already had an exact copy of Retaliations crowbar for his character to use as an ability, so it wouldn't make any sense for him to be a syndicate member also.
