    I don't like music. That said, I really have no suggestions! So I imagine when these fuel tanks go up in flames, so will anyone nearby, correct?

    ^ This. It's a simple way to have both. Put a number of terminals in each building, so rather than having a flat "yes" or "no" as to whether or not there will be drones, it will depend on the tech level of the map instead. Higher Tech = more drones.
