In Jeod's case, if he loses two Pokemon he has to watch out for any sort of surprise attack.
But when you're sitting at three Pokemon on the other hand, and there's such a large aware for winning...
Regardless of your alignment, it should be in anyone's best interest to actually try to win a battle.

I believe the word is called balance changes, which quite clearly do effect decision making.
If there's less of a penalty to losing a level 20 Pokemon, then one would be more willing to actually risk that Pokemon today.

So, the losers basically has to spend one of their coins on an RNG item and one of their Pokemon faints. And the bigger penalty would actually only be if your opponent isn't on your team.

Assuming you're Town, then you also have a 100% chance of helping out Town by fighting me. Basically, you're sacrificing a Pokemon to give me what should be at least two items and a free training action.
