It’s confusing for me as well because I don’t know much about Romanian geography. It says he's from Wallachia, which is kind of the bottom part of Romania that was Romanian even when Romania was small. Iron Guard are pretty nasty though. When they had a civil war in my KR game I supported the monarchists as Austria. Cat5 would likely be trying a lot harder if he were the only scum left and was at risk of being investigated.
