Okay so I feel like I'm not making sense, so to rephrase the mind stone forces another player to target another player

I chose to use the mind stone on orange and then I chose orange's target to be Irish

Unless you're actions were redirected, in which case you might have selected Chopbam to target Chopbam, but due to the order of action resolution, Chopbam cannot interfere with your ability and also target himself.
