I wouldn't mess with the package cache. Try repairing instead. To do this, go to the button that you would normally use to update but hit repair instead.

The last time I played C&C games over dialup, I was a teenager, probably half my current age. I remember needing to fiddle with it a lot to get it working. And this was back when dialup was the thing. Nowadays I'd have no idea what to expect, or if it'd even work, considering the patches that the games have gone through to add support for the more progressive internet forms.

If the cell towers are too far away for a stable connection, tethering won't do much good. For dialup to work, you'd probably need a dialup modem and the works. For your GF to access the world, and more importantly, you, she should probably work towards the means to gain an access point.

I've never had trouble, and my ping hangs around 200 the whole time. With mammoth tanks I stick to the road, generally. Everything else I've been able to navigate through tree clusters with relative ease.
